Basic Construction Stormwater Compliance Course 

  • History of stormwater regulations and their structure
  • Understanding the perspective of local and state erosion control inspectors
  • Past enforcement actions and lessons learned
  • Fundamentals of erosion control and pollution prevention
  • Overview of permits related to construction stormwater
  • Appropriate control measures for different pollution sources
  • Methodology to identify high-risk areas on construction sites

This course meets the prerequisite requirements for participation in the Advanced Stormwater Managers Training.

Advanced Stormwater Compliance Course

  • Explanation of the Colorado Stormwater Discharge Permit for Construction Activities framework and compliance requirements
  • Components of the Stormwater Management Plan (SWMP) for your site
  • Understanding the liability associated with non-compliance
  • Implementing an effective, standardized stormwater compliance program using the Uniform Stormwater Management System as a model
  • How to perform and properly document thorough site inspections and corrective actions
  • Evaluating and implementing cost-effective BMPs appropriate for varying site conditions
  • How to maintain all permit-required compliance records
  • When available, an inspector from CDPHE’s Water Quality Division will present an overview of the Division’s role and approach to conducting Compliance Evaluation Inspections, as well as how they provide compliance assistance for participants in the Colorado Stormwater Excellence Program (CSEP).

The Instructor:

Rich Jackson, Account Manager, Environmental Compliance Manager, SRM

Rich has 17 years of experience in the building industry: 12 of which were spent in various supervisory roles within the resident construction sector, and the last 6 years focused exclusively on construction stormwater permit compliance, with an emphasis on developing permit compliance programs.  Having joined SRM in 2007, Rich provides compliance assistance to both federal and civilian contractors and construction management agencies and provides compliance training in both the classroom and in the field.  He also co-created SRM's Uniform Stormwater Management System, which has become a nationally recognized model for successful construction stormwater permit compliance.
