AGC of Colorado proudly offers the Colorado Stormwater Excellence Program (CSEP). Program participation is based on voluntary, proactive Stormwater management efforts and is recognized by EPA, CDPHE, and AGC/C. The CSEP provides unique, innovative approaches to Stormwater Construction Permit compliance assistance. The core of this program is its' unique Environmental Management System.

Qualifying for CSEP Benefits and Incentives

The CSEP Advisory Board recognizes two performance tiers that have an impact on the level of incentives available to a CSEP participating company.  The two company performance tiers are titled "Participating" and "Qualified". At the completion of the CSEP program year, a company's average performance score will place them into one of these two performance tiers.

Company performance scores are compiled during CSEP monthly audits for all CDPS permitted projects during the course of the CSEP program year. To be eligible to receive a "qualified" designation, a minimum of three months of program performance data must have been recorded during the previous year.  The CSEP Advisory Board retains the authority to change a participant's performance category based on recent performance results if deemed in the best interest of the CSEP and an accurate identification of the participant's level of compliance and environmental protection.

Stormwater Training

Basic Construction Stormwater Compliance Course 
  • History of stormwater regulations and their structure
  • Understanding the perspective of local and state erosion control inspectors
  • Past enforcement actions and lessons learned
  • Fundamentals of erosion control and pollution prevention
  • Overview of permits related to construction stormwater
  • Appropriate control measures for different pollution sources
  • Methodology to identify high-risk areas on construction sites

This course meets the prerequisite requirements for participation in the Advanced Stormwater Managers Training.

Advanced Stormwater Compliance Course
  • Explanation of the Colorado Stormwater Discharge Permit for Construction Activities framework and compliance requirements
  • Components of the Stormwater Management Plan (SWMP) for your site
  • Understanding the liability associated with non-compliance
  • Implementing an effective, standardized stormwater compliance program using the Uniform Stormwater Management System as a model
  • How to perform and properly document thorough site inspections and corrective actions
  • Evaluating and implementing cost-effective BMPs appropriate for varying site conditions
  • How to maintain all permit-required compliance records
  • When available, an inspector from CDPHE’s Water Quality Division will present an overview of the Division’s role and approach to conducting Compliance Evaluation Inspections, as well as how they provide compliance assistance for participants in the Colorado Stormwater Excellence Program (CSEP).

  • Requirements of the CDPS General Permit COR400000 – Stormwater Discharges Associated with Construction Activity
  • Regulatory changes over the last two permit renewals of the Colorado Stormwater Discharge Permit that may affect your project and/or budget
  • Review of stormwater-related permits
  • Latest products available and reusable control measures to reduce maintenance costs and increase compliance
  • Review of inspections conducted by the State of Colorado
  • Processes to evaluate compliance challenges on construction sites and identify solutions
  • Uniform Stormwater Management System (USMSâ„¢) – an example of a proven, practical, and effective standardized stormwater compliance approach to manage both field activities and documentation.
